Overview: What are the goals of the implementation plan process?
The Bartlesville Downtown Implementation Plan is expected to be an extensive assessment of the opportunities and challenges associated with successful redevelopment of Downtown Bartlesville. This
implementation planning process seeks to determine a realistic and timely strategy for positive change. This planning process will, at its most basic level, embrace all the prior planning that has been done and bring a new level of focused specificity to the question: 'Where do we go from here?' The plan will take current community goals into account with previous planning efforts and policies in order to provide a clear guide and predictable framework for both developers and citizens with a stake in downtown redevelopment.
Background: How did the city decide to move forward with this process?
In 2004, The City of Bartlesville adopted a master plan for the Downtown District entitled the 'Downtown Master Plan:A Community Vision'. The purpose of this first planning effort was to understand and reflect the community's vision for Downtown Bartlesville and serve as a guide for realizing that vision.This plan established a blueprint for improving community liveability and strengthening downtown Bartlesville to become a regional destination for living, working, dining, and entertainment.
Over the past four years, several goals of this plan have been realized, including the formation of a trust authority to administer and implement the plan, the development of design guidelines for the district, and the creation of a Downtown Design Review Committee, as well as over $1.3 million in public infrastructure improvements.Additionally, the City of Bartlesville has also created two Tax Increment Financing Districts, one for the commercial central business district (CBD) and one for the residential district which surrounds the CBD, to spur redevelopment in these areas.
Project Team: Who is managing the process?
The Downtown Implementation Plan process is being steered by the Bartlesville Redevelopment Trust Authority. Staff support is being provided through the City of Bartlesville's Department of Planning. In May 2008, the City of Bartlesville released a request for proposals regarding a Downtown Implementation Plan. After a lengthy selection process, the BRTA chose Leland Consulting Group in partnership with Parks & Gardens, LLC to help develop the implementation plan. The City of Bartlesville's internal staff project manager may be contacted for more information about the process or with questions about how to get involved.
You may download the final draft of eacht section of the Implementation Plan below. The BRTA accepted the preliminary draft of this document on July 15, 2009.
