Overview: What are the goals of the redevelopment plan process?
The West Bartlesville Redevelopment Plan is expected to be an extensive assessment of the opportunities and challenges associated with successful redevelopment of West Bartlesville. This planning process seeks to determine a realistic and timely strategy for positive change. The plan will take current community goals into account with previous planning efforts and policies in order to provide a clear guide and predictable framework for both developers and citizens with a stake in the redevelopment of West Bartlesville. 

The primary goals for the area's revitalization are to:

  • Remove blighting influences;
  • Recognize the history of the West Bartlesville neighborhood;
  • Create employment opportunitiyes for neighborhood and city residents;
  • Create sustainable neighborhoods by encouraging mixed-income development;
  • Create affordable housing for very-low, low, and moderate-income residents; and
  • Generate tax revenues for the city.

Background: How did the city decide to move forward with this process?

The area of West Bartlesville represents a significant opportunity for economic development and community revitalization in the City. This portion of Bartlesville includes some of the city's oldest residential neighborhoods with a large concentration of rental properties, and vacant and blighted housing units. The area’s strengths include its historic past, diverse population, and strong community groups. Property values are lower here than in other areas of Bartlesville, in part because of issues related to former industry, heavy manufacturing and commercial uses, and some environmental and economic constraints which affect redevelopment opportunities. Issues directly affecting the quality of life for West Bartlesville residents include a prior soil contamination and remediation program, flooding, absence of neighborhood retail and services, and the lack of recreational amenities.

In July of 2009, the City of Bartlesville submitted an application for grant funding to the State of Oklahoma Department of Commerce (ODOC) for the FY 2009 Community Development Block Grant (CDBG) Small Cities Set-Aside Program. This program was set up to provide entitlement grant funding to Oklahoma communities with populations of 15,000 to 50,000. As one of these communities, Bartlesville was awarded in the amount of $78,860 for the creation of a Redevelopment Plan for West Bartlesville. The required matching funding for this project were approved to come from the capital improvements sales tax funds in the amount of $39,340 and the Economic Development Fund in the amount of $39,340, approved as part of the FY 2009-2010 Budget.


Project Team: Who is managing the process?

The West Bartlesville redevelopment Plan process is being steered by the a task force of stakeholders who are passionate about the future of West Bartlesville. Staff support is being provided through the City of Bartlesville's Department of Planning. In September 2009 the City of Bartlesville released a request for proposals regarding a Redevelopment Plan for the west side. After a lengthy selection process, the City chose Leland Consulting Group in partnership with Parks & Gardens, LLC an Xposure, Inc. to help develop the plan.
