A project to rehabilitate Fifth Street and the adjacent sidewalk between Sunset Boulevard and Santa Fe Ave. is moving forward with two notices relating to the project issued this week.
The City will receive $228,333 in grant funding through the Oklahoma Department of Commerce’s Community Development Block Grant for the project. The City is required to provide matching funds. The project is projected to cost $456,666.
The City recently determined the project will have no significant impact on the environment. In March, the City will request that ODOC release the funds. Anyone wanting to object to the environmental finding or the release of funds must contact the Community Development Department in writing no later than Feb. 25, said Assistant City Planner Nancy Warring.
“All comments received by Feb. 25, 2022, will be considered by the City of Bartlesville prior to authorizing submission of a request for release of funds,” she said.
Comments should specify which Notice they are addressing. ODOC will accept objections to its release of funds and the City of Bartlesville’s certification for a period of 15 days following the anticipated submission date or its actual receipt of the request, whichever is later, only if they are on one of the following bases:
- The certification was not executed by the Certifying Officer of the City of Bartlesville
- The City of Bartlesville has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58
- The grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by the Oklahoma Department of Commerce
- Another federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.
Objections must be prepared and submitted in accordance with the required procedures and addressed to the Oklahoma Department of Commerce at 900 N. Stiles, Oklahoma City, OK 73104-3234. Potential objectors should contact the Oklahoma Department of Commerce to verify the actual last day of the objection period.
