Bid awarded for next phase of downtown landscaping

The City Council awarded a bid for Downtown Central Business District Paving Rehabilitation & Landscaping Phase 3 at its Monday meeting, accepting the base bid from KSL Dirtworks but declining the add alternate.

The accepted base bid totaled $1,249,553.03. KSL’s add alternate was $597,058.85, which would have brought the combined total to $1,846,611.88. The base bid work will replace landscaping on portions of Johnstone Avenue, Dewey Avenue, Fourth Street and Keeler Avenue; the add alternate would have added landscaping work on portions of Osage Avenue and an additional block of Fourth Street.

The project consists of:

  • Replacing existing landscape beds with tree planters in some locations and replacing other planters with concrete inlays.
  • Constructing two-foot-wide brick border along the back of the curbs throughout the project area.
  • Removal and replacement of existing trees throughout the project limits with new tree planters with grates.
  • Replacing irrigation, capping existing electric and repairing the landscape bed drainage system as needed.

The project was originally bid in March without alternates, but the low bid exceeded the project engineer’s estimate by $799,716.21 and exceeded available funds by $473,716.21. The scope of the project was reduced for a base bid and the remainder of the original project was included as an add alternate. The revised project was advertised in May and bids were received on May 26.

This project is funded through the 2020 1/2‑cent Capital Improvement Project (CIP) Sales Tax. Original project funding totaled $800,000, with an additional $300,000 from the Capital Reserve for a total allocation of $1,100,000. Engineering identified unallocated 2023 General Obligation Bond funds to cover the overage on the base bid. If additional funding becomes available during construction, some add‑alternate areas could be added through overruns of bid quantities.
