Comp Plan update: Housing study accepted

Mar 5, 2024

City of Bartlesville staff recently wrapped up an expansive study on the housing landscape in Bartlesville. The primary aim of the study was to understand the historical development, current state, and future needs of housing in our city, contributing to informed decision-making for community development.

The City Council officially accepted the 2024 City of Bartlesville Housing Study during its regular meeting on Monday evening.

The updated housing study and ongoing comprehensive plan update were both initiatives identified in the City’s recently completed Bartlesville NEXT Strategic Plan.

“The results of this housing study will now help guide housing decisions in Bartlesville,” said Larry Curtis, Community Development director. “The study’s findings will aid in the development of strategies for future housing needs and priorities, ensuring a balanced and inclusive approach to housing in our city.”

The detailed study illuminates the multifaceted nature of local housing needs, revealing both challenges and opportunities. Some of the housing demands noted by the study include expanded affordable housing access, senior-friendly housing solutions, enhanced housing for disabled and special needs populations, targeted support for veterans and support for working families with children.

“Based on Bartlesville’s current 0.35 percent household growth rate, it is projected that Bartlesville will need a total of 243 new housing units over the next five years to meet demand,” Curtis said. “Those additional housing units include 165 owner-occupied units and 78 renter-occupied units.”

Data from the housing study will be incorporated into the City’s updated comprehensive plan and provided to potential housing developers as well.

Endeavor 2045

The City is still seeking public input as it continues the process of updating its comprehensive plan for growth and development, as part of the City’s ongoing comprehensive plan, Endeavor 2045.

Public meetings were held last month by the consultant working on the project, and the public input phase continues with input accepted on the website and survey, which have been launched to inform and engage the public.

The comprehensive plan is an initiative that was identified in the Bartlesville NEXT Strategic Plan, an organizational blueprint that outlines the City’s priorities, goals and action steps into the foreseeable future. Endeavor 2045 will replace Bartlesville’s current comprehensive plan, which was adopted in 1999. The new comprehensive plan will address topics such as land use, transportation, housing, economic development, infrastructure, parks and recreation, natural resources, environmental sustainability and more, with a focus on managing growth and enhancing quality of life.
