Council approves FOP contract
The council voted to approve a contract with the Fraternal Order of Police Lodge 117 for Fiscal Year 2026-27.
City Attorney Jess Kane presented the agreement, saying negotiations with the police union resulted in an agreement between the parties following several meetings over recent weeks.
Major negotiated revisions to the contract included increases to officer pay scale (equivalent to the 2.5% COLA and 2.5% merit increases approved for general employees) and updated longevity incentives, which bring the BPD into parity with the average of Bartlesville’s peer cities. Kane said the contract also includes mutually beneficial updates to various contractual provisions, which were agreed to by the FOP and BPD Command Staff outside of the formal negotiation process.
Otherwise, Kane said the agreement largely contains the same provisions as current and previous years’ contracts.
$300K Recreation Trails Program grant accepted
The City Council voted to formally accept a $300,000 grant from the State of Oklahoma under the Recreational Trails Program. Funding from the grant will be used, along with existing allocated capital funding from the ½- cent CIP Sales Tax, to build a pedestrian bridge over Butler Creek adjacent to Sunset Boulevard, extending the Pathfinder Parkway system into the northwestern neighborhoods of the City.
Because it is a grant, Council acceptance of the award was required.
Rezoning, development plan approved for 15-acre property
The Council approved a rezoning and PUD/Site Development Plan for an approximately 15-acre property located west of the intersection of SE Newport Drive and SE Mission Drive – just west of the Aldi grocery store and ASAP fuel station/convenience store on Washington Boulevard in Bartlesville.
The request from A.D. Parker Development, LLC rezones the unplatted, vacant property from C-3/PUD and RM-3/PUD to RS-5 with a new PUD and Site Development Plan. The applicant intends to develop the property in two phases, including a Phase 1 senior living community consisting of 48 single-family detached homes, and a Phase 2 with 14 additional single-family detached homes.
