New time limits set for downtown parking

Maximum time limit restrictions for parking in downtown Bartlesville is changing in some areas, thanks to the results of a 2019 online survey and the work of the City’s citizen-driven Street and Traffic Committee.

“We will be installing new signage this week, and enforcement of the new time limits will begin next week, on April 17,” Director of Engineering Micah Siemers said this week. “This should give everyone time to transition to the changes.”

The streets involved are:

  • Johnstone Avenue
  • Keeler Avenue
  • Jennings Avenue
  • Second Street
  • Frank Phillips Boulevard
  • Fourth Street
  • Fifth Street
  • Sixth/Silas Street

“Anyone parking on these streets in the downtown area should look for signage and consider that the time limit in that area may have changed since they last parked there,” Siemers said.

Affected streets are located between Cherokee Avenue and the railroad tracks (east to west) and between Second Street to Adams Boulevard (north to south).

Siemers said the changes are the result of online parking surveys advertised and open to the public several years ago and the subsequent work of the City’s volunteer Street and Traffic Committee.

“Ultimately, the committee determined there was not a need for a major overhaul to the parking in downtown but that some modifications were warranted,” he said.

He said results indicated metered parking was not supported, and that 63 percent of those surveyed thought it was reasonable to expect customers to walk two blocks or less to get to their desired location in a downtown setting, while 67 percent agreed it was reasonable to walk up to three blocks for work.

“Overall, 68 percent of the people surveyed were ‘somewhat’ to ‘extremely’ satisfied with the public parking in Downtown Bartlesville,” Siemers said.

Based on the feedback, the committee determined there was a public concern about employees of downtown businesses monopolizing parking in the downtown area, as well as confusion about parking overall due to inconsistent time limitations.

“To address these items of concern, the committee voted to modify time limits to make them more consistent in one-, two-, and four-hour increments, rather than odd 30-minute and 90-minute time limits at some locations, as well as add some longer parking durations on the periphery of downtown to encourage employees to park in those spaces rather than in one-hour and two-hour parking closer to the portions of downtown with higher business density,” he said.
