The targeted completion date for a large-scale preventative maintenance street project has been pushed back due to delays caused by excessive rain in the area over the past several weeks as well as problems with the chip seal portion of the project, Director of Engineering Micah Siemers said this week.
The $3.7 million project, which got underway last month, is aimed at extending the life of several of Bartlesville’s most highly-traveled streets. Motorists have likely noticed signs of work underway on some of the City’s major roadways, including Bison Road, Tuxedo Boulevard, Madison Boulevard and Virginia Avenue.
The project was expected to wrap up in mid July, but work days lost to inclement weather has pushed the new targeted completion date back to mid-August or later, Siemers said. Additionally, City Engineering staff stopped the project for several days due to inadequacies in the chip seal process.
“We asked that the contractor stop work on the project after it became apparent that the chip seal process that had been done on Madison Boulevard and Bison Road did not meet our expectations,” Siemers said. “As a result, the contractor agreed to make a change with their subcontractor. Work was resumed last week and appears to be going well.”
Siemers said the chip seal was completed by the new subcontractor on north Virginia Avenue last week, but crews were unable to apply the first round of HA5, a pavement preservation treatment, there due to rain.
“North Virginia Avenue is ready for the HA5. We just need the weather to cooperate,” Siemers said.
Siemers said Engineering staff is keeping a close eye on the project and could pull some streets from the list of streets marked for completion if conditions warrant it.
“This is a major project that will cause significant disruption for our residents and visitors even if everything goes as planned,” Siemers said. “If it becomes apparent that we will not be able to move through each phase in a timely manner or that the work being done is not what we anticipated, we will have no choice but to alter the scope of the project. We are currently waiting to see how the HA5 process goes and how the final product looks there before committing to any changes. We also want to see how some of the areas of concern on Bison, Tuxedo and Madison are addressed before we make any final decisions.”
Streets currently set for completion:
- Bison Road — Tuxedo Boulevard to Nowata Road
- Tuxedo Boulevard — Madison Boulevard to Bison Road
- Madison Boulevard — Tuxedo Boulevard to Price Road
- Price Road — Washington Boulevard to Madison Boulevard
- Frank Phillips Boulevard — Sunset Boulevard to Keeler, Delaware to Hillside Drive and Avondale Street to Madison Boulevard
- Johnstone Avenue — Adams Boulevard to 14th Street and Fourth Street to Fifth Street
- Nowata Road — Silver Lake Road to Washington Boulevard
- Jefferson Place — Lincoln Road to Boardwalk Court
- Virginia Avenue — Hensley Boulevard to Butler Creek
State-owned highways, including U.S. Highway 75, Highway 60 and Highway 123 are not included in this project.
Preventative Maintenance Repair street projects are identified on an annual basis and funded through the Half-cent Capital Improvement Projects Sales Tax, which is approved by voters every five years.
