Work on GO Bond projects underway

Following is an update on General Obligation Bond projects* set for funding with the first issuance of a bond issue approved by voters on March 6. The total bond package contains $16.5 million in funding for community projects, to be issued over the next three years. Sale of the first tranche of bonds — $10.25 million — was approved by the City Council in May. Look for future updates on these projects in upcoming editions of City Beat.

Community green space — $1.7 million **

Dubbed the “Tower Green” project until a permanent name is selected, this project consists of constructing a gathering space between the Bartlesville Community Center and the Price Tower. A portion of Silas Street (also known as Sixth Street) will be closed to facilitate the project.

In May, the Bartlesville City Council created the Tower Green Design Committee to gather input on how to best shape the gathering space, select a design plan and amenities for the project and present the plan and product recommendations to the City Council for final consideration.

Several meetings have been held by the committee and project consultants including two town hall-style forums to gather public input on various aspects of the project. A third public meeting is set for July 19 at the Bartlesville Community Center. (See related story in this edition of City Beat.)

The design committee hopes to have a design plan to the City Council for consideration in late October or early November. A construction schedule will be determined following council approval of the design.

Solar Lights for Lee Lake Trail — $32,300 (plus grant funds)

The City of Bartlesville has been approved for $70,000 in grant funds from the State of Oklahoma Land and Water Conservation Fund to assist with the purchase of solar lighting around the walking/jogging path circling Lee Lake, located on Adams Boulevard. The $32,300 in G.O. Bond funding will be used in conjunction with grant funds to complete the project.

City staff are working to complete environmental reviews, the release of funds and final specifications regarding the project, which should be completed by the spring of 2019.

Price Fields Phase 3 — $3.6 million

This projects consist of replacing the four main central fields in the Price Fields Complex, located just south of the two new baseball/softball quads built on the north end of the complex.

Requests for Qualifications (RFQs) were sent to design consultants on June 12. In response, the City received qualification packets from three firms on July 6. City staff will select a qualified consultant this week and negotiate a contract for the City Council to consider during an upcoming meeting — hopefully on Aug. 6. Design of the fields will begin shortly after approval. City staff hope to have a final design by next spring. Once the design is complete, the project will likely move forward with a phased construction approach.

Lighting for Daniels Fields — $355,295

Daniels Soccer Fields consist of two adult-sized fields located near Lee Lake. Lighting at the facility would make the fields the only lighted City-owned soccer fields in Bartlesville.

MPW Engineering Solutions of Tulsa has been hired for the design services for this project. The design is scheduled to be complete by the end of August. Bidding is set to be advertised in September, and a construction contract could be awarded in October. Work will likely begin in January 2019.

Downtown Christmas Decorations — $20,600

The Community Development Department is working to select downtown Christmas decorations, which include commercial-grade decorative lights and displays along Frank Phillips Boulevard in Downtown Bartlesville during the Christmas season. It is expected the decorations will be purchased prior to the upcoming season.

Kiddie Park Entrance/Fence — $101,500

This project consists of a new perimeter fence around Kiddie Park, located in Johnstone Park. City of Bartlesville staff have been coordinating with Kiddie Park Director Ron Adams to obtain input on the type of fence needed, limits of decorative fence and other issues such as the style and location of entrance. Staff are working to select a manufactured product for the entrance and identifying products for the fence to facilitate bidding the work. Construction could start as early as this fall.

Golf Course Bunker Repair — $101,500

This project involves the removal and replacement of sand and drainage structures in the bunkers at Adams Municipal Golf Course. City staff are reviewing past budgetary construction estimates and identifying which bunkers will be targeted for repair to facilitate bidding the work. Construction will likely be targeted late 2018 or early 2019.

Fire pumper truck for Fire Department — $619,200

Fire Department staff are putting together the specs/bid documents to begin the bidding process for a new pumper truck. It is anticipated bids will be advertised soon for the truck, which will replace a 23-year-old vehicle.

Server refresh — $304,500

Information Technology (IT) staff are working to purchase new servers to replace outdated City equipment, demoing some products and fine tuning needs. Staff should start putting bid packets together later this summer.

Community Skate Park — $350,000

This project consists of the construction of a poured-in-place concrete structure to be located at the Lee Lake Complex on Adams Road. City staff members are working with a local designer to put together construction documents associated with the project. A geotechnical investigation was completed late last month to assist with designing the facility. Plans are about 80 percent complete. The projects will likely be advertised for bids later this summer.

Library HVAC – $181,900

This project will increase the efficiency and reliability of the Bartlesville Public Library’s existing HVAC system. Work will begin on the project once full funding is available, likely with the next issuance.

City Gateway Signage — $101,500

This project involves the construction of gateway signage into the City of Bartlesville at major entryways. Community Development Department staff are working to solicit proposals for the design and installation of the signs.

Consistent Signage in City Parks — $91,400

Community Development Department staff are researching potential design for consistent signage in all City parks. It is anticipated the City Council will consider approval a contract with a qualified firm to design and install the signage by late fall.

Quail Place Tributary Improvements — $523,700

Staff is currently contracting with a local land surveyor to produce a topographic survey and boundary survey of the drainage channel to facilitate design of the project. The survey will likely be wrapped up later this summer with design beginning this fall.

Downtown Streets (Asphalt Mill & Overlay) — $2,000,000

Design of this project, which includes an asphalt mill and overlay on Frank Phillips Boulevard, 13th Street and Cudahy, is underway by City staff. Preliminary plans should be complete by late August. The project should be ready to bid in November.
