City Council OKs contract for City-owned ball fields

Arrowhead LLC has been selected to assume operations of the City-owned Price Fields Sports Complex and Arutunoff Fields. The City Council approved the lease and operations contract with the organization during a special meeting held Feb. 21.

The approval came after an ad hoc committee, consisting of Mayor Jim Curd, Ward 4 Councilor Aaron Kirkpatrick and several City staff members, reviewed submissions to a Request for Qualifications and recommended approval of a contract with the organization to the City Council.

“After an extensive review, the committee ranked Arrowhead first out of the five submissions we received,” said City Manager Mike Bailey. “Arrowhead is comprised of community leaders who are engaged in local youth sports and have demonstrated an ability to create and grow a successful local baseball program. We look forward to seeing our youth programs prosper and grow under their leadership.”

The approval comes after the contract with the previous provider, 4F Sports, expired in December 2024. Key members of 4F Sports will remain involved in the operations of the fields to ensure a seamless transition, Bailey said.

“Arrowhead will engage key members of 4F Sports as contractors to regain current knowledge and ease the transition,” he said.

The contract approved Friday provides support from the City that declines over a three-year period, including:

  • Spraying and fertilization for all three years.
  • Maintenance and repairs of plumbing fixtures at the two northern restrooms for all three years.
  • Maintenance of the irrigation system for all three years.
  • City will waive requirement that Arrowhead provide capital improvements to the facility for first two years.
  • Arrowhead will be allowed to use City’s infield groomers all three years.
  • City will mow and maintain Arutunoff Fields and move the large open areas outside the playing surfaces.
  • City will reimburse Arrowhead for actual electrical costs up to $20,000 the first year, $15,000 the second year, and $10,000 the third year.
  • City will maintain the playground at PFSC all three years.
  • City agrees to make repairs and improvements to facilities including repairs of safety netting, outfield fence caps, batting cage nets, infield lip grades (in partnership with Arrowhead), fence between fields 3 and 4, and create a plan for drainage issues at the PRSC softball quad.

Arrowhead will take over operations of the fields immediately and will move forward with registration for the spring season beginning Monday, Feb. 24. To register for the upcoming season or for more information, email Arrowheadsg918@gmail.com.
