HOW TO PAY
You have multiple options to pay your utility bill, including online, by mail, in person, automatic bank draft or via drop box. Your payment stub should accompany your payment where appropriate.

Online
Returning Users
Visit our eCare payment portal at https://ecare.cityofbartlesville.org/login.asp .
First Time Users
Sign up and log on today to take advantage of online bill payments as well as: view your current bill, view bill and meter reading history, view water consumption, and view charges and payments to your account.
If this is the first time you’re using the City of Bartlesville’s eCARE system, you must first establish account access:
- You will need a recent utility bill: this will provide your account number and a meter number.
- You will also be asked for the name exactly as it appears on the bill, and an email address.
- You may have to add utilitybilling@cityofbartlesville.org to your ‘approved senders’ list or email address book before you can receive your password email. If you do not receive your password email in a few minutes, please look in your ‘junk, bulk or spam’ email folders for your password email.
- Your (temporary) password will be emailed to you, and you may then log in.
- Once logged in, you may change your assigned password to something you’re more likely to remember.
- You must turn off your browser pop-up blocker or add https://bvilleecare.org to allow pop-ups web site exception.

Hours are 8 a.m. to 5 p.m. Monday through Thursday and 8 a.m. through 11:30 a.m. on Friday (closed on weekends and holidays).
Automatic Bank Draft
Automatic Bank Draft allows your bill to be paid automatically on the due date. The City will issue an electronic draft to your checking or savings account each month. You will still get your statement each month, and it looks the same. The only difference is that the statement says ‘Bank Draft Do Not Pay’ on the payment stub.
To sign up for this service, contact our office or fill out an Authorization Agreement for Automatic Bank Draft to get the payment process started. Just print the authorization form and remit it to City Hall, 401 S. Johnstone Ave., Bartlesville, OK 74003. Make sure to specify when you would like this service to begin.
To terminate automatic bank draft payment, complete the Authorization Agreement for Automatic Bank Draft Termination form and remit it to City Hall. You can also transfer the automatic payment by sending us an Authorization to Transfer Automatic Bank Draft Information form.
Drop Box
Drop box is located in the following location:
- City Hall parking lot, 401 S. Johnstone Ave.
Payments are collected each day at approximately 7:30 a.m., Monday through Friday. Payments received after 7:30 a.m. will be posted on the next business day.
Online Bill Payment
ABOUT YOUR BILL
Fees and costs for all utilities are issued monthly and are due upon receipt. Bills are considered past due 20 days after date of billing. A 10 percent penalty is added to the account balance at that time.
- Water and sewer charges are based on consumption.
- Trash service is based on cart size.

New accounts must be established in person at City Hall, 401 S. Johnstone Ave., in Bartlesville during regular business hours, 8 a.m. – 5 p.m. Monday through Thursday and 8 – 11:30 a.m. on Friday.
IMPORTANT NOTICE REGARDING DISCONNECTIONS AND PAST DUE BILLS
If your service has been disconnected for failure to pay, you must contact the Utility Billing Office at 918.338.4224 during normal business hours to reestablish service. Any customer who reestablishes their own service without the permission of the City of Bartlesville will be subject to prosecution for Theft of Services and Destruction of City Property even if payment has been made.
If you are subject to disconnection (as per the note on your most recent bill), you must contact the Utility Billing Office at 918.338.4224 during normal business hours to ensure that your disconnection has not already been ordered. Payments made on past due accounts after 4:30 p.m. will not be recorded until the following business day and may be disconnected in the interim.
