Council OKs design contracts for local streets

Several streets approved by voters in the 2023 General Obligation Bond Election will get under design soon thanks to a vote of the City Council earlier this week.

Concrete rehabilitation streets

The Council approved two contracts for engineering design for Bartlesville streets, including one for concrete rehabilitation on Greystone Avenue from Rolling Meadows to Adams Boulevard and Lahoma Drive from Spring to Palmetto. Both streets will be designed, bid and constructed as one larger concrete street rehabilitation package. Each consists of replacing 80-90 percent of the concrete panels within the project limits, while minor amounts of curb and gutter will be replaced as needed.

The Council voted unanimously to approve a contract with Kimley-Horn & Associates for engineering design services on this project. The total budget for the project is $1 million, with $700,000 for the Lahoma Drive and $300,000 for Greystone Avenue.

Asphalt rehabilitation streets

The Council also approved a contract with CED Corporation for engineering design for asphalt rehabilitation of several streets:

  • Lupa from Sunset to Seminole
  • Margarite from Hensley to Lupa
  • Adeline from Cudahy to Herric
  • Bucy, Rogers, Kaw, Seminole, and Theodore from Lupa to Herrick
  • Cudahy from Margarite to Rogers
  • Morton from McNamara to Cudahy
  • Sunset from Hensley to Lupa
  • Valley from Shawnee to Denver
  • Denver from Shawnee to Hillcrest
  • Georgetown from Silverlake to Cambridge

Each of these consists of minor full-depth patching followed by milling and overlay. Minor amounts of curb and gutter may be replaced as needed. The total cost of this project is $1,525,000, with $220,000 for Valley and Denver, $125,000 for Georgetown, and $1,180,000 for the remaining streets.

In other business, the Council took the following actions:

Grant accepted for Sunset pedestrian bridge

The Council voted to accept a grant from the State of Oklahoma under the Recreational Trails Program and approves a resolution amending the budget to appropriate the revenue in the Half-cent Capital Improvement Project (CIP) Sales Tax Fund.

The City was awarded the $300,000 grant to use, along with existing allocated capital funding from the Half-cent CIP Sales Tax Fund ($700,000), to build a pedestrian bridge over Butler Creek adjacent to Sunset Boulevard. The bridge will extend the Pathfinder Parkway system into the northwestern neighborhoods of the City.

Start-up selected for program

The City Council approved a lease agreement for the Centennial Park Building, located at 211 S.E. Frank Phillips Blvd. through June 30, 2027 as part of the City’s Start-up Incubator Program, designed to help new business owners learn the art of business ownership with minimal investment.

The approved lease is with Amanda Hakola of Ragtag Resilience for use of the building as part of the program. The agreement provides for rent of $0.00 and requires a $200 security deposit. Under the agreement, the lessee is responsible for utilities, maintenance, repairs and compliance with applicable requirements.
