Is a deposit required?
Each utility account must have a utility deposit. Residential account deposits are based on the customer’s individual credit risk. Low risk customers pay $25, moderate risk customers pay $100 and high risk customers pay $200. Commercial account deposits are based on the size of the water meter to be used from the business, beginning at $125 for a 5/8′ meter. Our utility rate sheet provides a breakdown by meter size. Deposits will be credited on the final bill for an account or transferred to a new local address when moving. We do not refund deposits while service is still connected.
To establish a new account:
New accounts must be established in person at City Hall, 401 S. Johnstone Ave., Bartlesville. Our office hours are 8 a.m. to 5 p.m., Monday through Friday. Opening an account takes about 10 minutes at our new service window. Your service address, driver’s license, social security number, copy of your lease/rental agreement or proof of ownership and a deposit are all it takes to establish service. Because water can be damaging if a faucet has been left on, the resident is required to be present when new service is connected.
NOTE: Due to the Covid-19 pandemic, City Hall is currently open 8:30 a.m. to noon and 1-4:30 p.m. Monday through Friday so that staff can disinfect public areas prior to opening, during the lunch hour and after closing.
Utility bills are issued monthly, and are due upon receipt. Bills are considered past due 20 days after date of billing. A 10 percent penalty is added to the account balance at that time.
We offer several options for making payments. You can pay by mail, in person, at a drop box, with Authorization Agreement for Automatic Bank Draft, or online. Your payment stub should accompany your payment where appropriate.

- Bartlesville Community Center parking lot (west end), 300 S.E. Adams Blvd.
Payments are collected each day at approximately 7:45 a.m., Monday through Friday. Payments received after 7:45 a.m. will be posted on the next business day.
Automatic bank draft
Automatic Bank Draft allows your bill to be paid automatically on the due date. The City will issue an electronic draft to your checking or savings account each month. You will still get your statement each month, and it looks the same. The only difference is that the statement says ‘Bank Draft Do Not Pay’ on the payment stub.
