Neighborhood Services
The Neighborhood Services Division helps maintain and improve the quality of Bartlesville’s neighborhoods and commercial areas by operating programs that ensure public compliance with the City’s minimum property maintenance codes.
These codes are in place to promote health and safety, protect the community from blight and deterioration, and enhance the livability of the city. Violations of these codes are often referred to as “public nuisances.”
The most common violations include:
- Tall grass and weeds
- Accumulation of junk and trash
- Deteriorated fencing, walls, buildings and structures
- Broken windows
- Parking on the grass
- Inoperable vehicles
- Improper storage of a recreational vehicle or trailer
- Illegal signs

COMPLAINTS
More than 2,000 complaints are filed and investigated in a year. Of those, approximately 97 percent are abated through voluntary compliance. Due to the heavy workload, Neighborhood Services staff responds to complaints of a possible violation, investigates the complaint and initiates fair and unbiased enforcement action to correct those violations. Staff typically does not initiate an investigation unless a complaint has been filed. Our goal is to help residents comply with local ordinances and help keep Bartlesville neighborhoods safe for everyone.

- Abandoned vehicles on the city street – Police
- Cleanliness of restaurants – County Health Department
- Barking or vicious dogs or other animal related matters – Police
- Noisy neighbors, loud music or other disturbing the peace complaints – Police
- Problems with public alleys, streets or curbs – Public Works

VOLUNTARY DEMOLITION PROGRAM
The City offers property owners the opportunity to demolish dilapidated buildings at a reduced fee. The Voluntary Demolition Program provides an opportunity for property owners to remove vacant, deteriorated buildings at a reduced cost and avoid nuisance actions by the City.
Participation is voluntary, and funding is limited.

HOW DO I FILE A COMPLAINT?
If you suspect there are violations in your neighborhood, please file a complaint with our office.
The following information is needed when filing a complaint:
- Identify the specific complaint or nuisance.
- Give your name, address, and telephone number.
- Give the location of the problem, street name, and house number. If address is unknown, give location of property (e.g. southwest corner of Fourth and Johnstone).
- Give a specific description of the complaint (e.g. description of vehicle, license plate number, type of debris, etc.)
Complaints may be filed by the following means:
1) Online. Fill out the information in the adjacent complaint form and sent it in electronically.
2) In person. Stop by the Neighborhood Services Division on the second floor of City Hall, 401 S. Johnstone Ave. Office hours are 8 a.m. to 5 p.m. Monday through Thursday and 8-11:30 a.m. Fridays.
3) By telephone. Call the Neighborhood Services Hotline and leave a message at 918.338.4230.
