April 3, 2024

After months of discussion about the matter, the Bartlesville City Council on Monday approved the official adoption of an ordinance amending the City’s policy on sidewalks. Community Development Director Larry Curtis explains the policy in today’s Director’s Cut.

What is the purpose of our sidewalk ordinance?

The purpose of the sidewalk ordinance is to ensure a comprehensive, connected, and financially sustainable sidewalk network. This network is essential for a healthy, vibrant, and sustainable community and is used by pedestrians (including those walking, running, or using mobility aids like wheelchairs or mobility scooters), enhancing public safety and accessibility.

Why did the sidewalk policy need updated?

The sidewalk policy needed updating to provide clarity and flexibility to residents and developers regarding new sidewalk construction requirements in the city.

How did the City identify and prioritize changes to the ordinance?

The City of Bartlesville identified and prioritized changes to the sidewalk ordinance through surveys, citizen input, and direct involvement by the city council. This approach created a community-driven process where feedback and suggestions from residents played a significant role, and the city council actively engaged in shaping the ordinance based on this input.

What were the major changes?

  • Introduction of a fee-in-lieu option for sidewalk construction.
  • Establishment of Critical Sidewalk Areas where sidewalk construction is mandatory.
  • Definition of Legacy Subdivisions and exemption of sidewalks in these areas.
  • Creation of a Cost Repair Partnership to assist property owners with sidewalk repair costs.
  • Assignment of maintenance responsibilities to both the city and property owners.
  • Implementation of enforcement and penalties for non-compliance.

How will these changes influence how the City moves forward?

These changes will promote a more connected and accessible pedestrian infrastructure, emphasizing public safety and walkability. The ordinance’s flexibility and the introduction of financial options like fee-in-lieu and repair partnerships may encourage more comprehensive and effective development and maintenance of sidewalks. It represents a shift towards collaborative and sustainable urban planning, enhancing the overall quality of life in the community.
