Projects update: Brick delivery delayed for BPSC

Following is the latest information about ongoing City of Bartlesville projects for the 2016-17 Fiscal Year, provided by Director of Engineering Micah Siemers.

Arguably the City’s largest project in recent years is the new Bartlesville Public Safety Center, currently under construction at the northwest corner of Adams Boulevard and Johnstone Avenue.

Approved by voters in 2012, the $5.8 million complex will house a new police station and an expanded Fire Station No. 1, which is located on the northern portion of the site, at the intersection of Johnstone Avenue and Sixth Street.

PSC fire 8-16-16Crossland Construction began work on the center in March. The center was set to be complete by mid-November, but a delay in the brick delivery could push the final completion date further in to the fall/winter, Siemers said this week.

“Everything is still progressing well with the project. However, there is going to be a delay in the brick delivery date, and that could set the final completion date back a bit,” Siemers said. “They’re trying to find ways to speed things up, but in a ‘worst case scenario,’ it could be December before the project is complete.”

Cherokee Water Line

Work began in February on the Cherokee Water Line project, which consists of installing a new six-inch water line along the west side of Cherokee Avenue from Adams Boulevard to 14th Street.

Initially slowed by rain, drier conditions in recent weeks have allowed time on the project to be made up quickly. While crews had hoped to be finished in July, a slight delay pushed the project’s completion date back to the end of August, Siemers said this week.

“It appears there’s a ‘T’ somewhere between Adams and Ninth Street that needs to be capped and plugged, so there may be one more road closing associated with this project.  Unfortunately, with old underground infrastructure what is shown on the maps isn’t always reality,” he said. “The line work is complete, though, and we are now working to restore the sidewalks and pavement work in the area. We anticipate being completely finished with the project by the end of August.”

Price Fields Phase 2

The renovation of the Price Field Complex, located on Tuxedo Boulevard near Silver Lake Road, continues with the second phase — the construction of four fields in the northwest corner.

The City recently completed Phase 1 of the project, the construction of four fields in the northeast corner. The $1.75 million second phase of the project includes the new quad in the northwest corner, just west of the first phase fields, as well as a new asphalt parking lot, which will be located to the south of the first phase fields.

The Bartlesville City Council received bids on Phase 2 of the project in July, and Siemers said the next step in the process is to move forward with awarding the contract for the project.

“We hope to award the bid during the Sept. 6 City Council meeting and hopefully start construction by the end of September or first of October,” Siemers said.

Johnstone Park Pavilion

By now everyone has surely noticed the LED sign pointing the way to “City Center” at the entryway to Johnstone Park, located north of Hensley, west of the Cherokee Bridge, and the rather large pavilion under construction nearby.

The Johnstone Park Pavilion project is a multi-phase project that includes the construction of a 6,000 square-foot open-sided pavilion at the entrance of the park. Construction began in early August but ran into a slight delay when it was discovered that some of the wrong parts were shipped with the building’s delivery. City officials have not yet been notified of when the correct parts will ship, but the completion of the project is expected to take a few weeks longer than planned.

The project is funded with 50/50 matching funds from the Community Development Block Grant Small Cities Set-Aside Program grant.

Phase 2 of the project consists of constructing prefabricated, precast concrete restrooms, as well as associated site and utility connection work.

14th Street Asphalt Overlay

A bid has been awarded and construction is set to begin in early September on the 14th Street road repair project, which includes an asphalt overlay on 14th Street between Cherokee Avenue and Armstrong Avenue in the downtown area, as well as asphalt rehabilitation and concrete work near Armstrong Avenue.

Other street projects

The following street projects are set to begin this fall:

  • Concrete panel replacement on Nebraska Avenue from U.S. Highway 75 to Meadowlark Lane
  • Concrete panel replacement on Camelot from U.S. Highway 75 to Candlestick

The following street projects are set to begin next spring:

  • Asphalt overlay on Comanche Avenue from Frank Phillips Boulevard to Adams Boulevard
  • Asphalt overlay on Castle between Adams Boulevard and Baylor Avenue
  • Asphalt overlay on Penn Avenue between 14th Street and Lannom Street
  • Asphalt overlay on Spruce Avenue between Tuxedo Boulevard and Nebraska Avenue
  • Asphalt overlay on Rogers Avenue between 14th Street and Lannom Street
  • Asphalt overlay on Osage Avenue between Adams Boulevard and 13th Street
